About 365 trillion text and image impressions are served annually across social feeds, professional networks, news aggregators and newsletters. At a premium $2.50 CPM that output is worth roughly $912.5 billion a year. A writer's contract usually covers exactly one of those impressions: the first one.
The long tail nobody invoices
After publication, an article is syndicated to partner titles, cut into clipping-service digests, translated, quoted at length in briefings, packaged into course readers, mirrored by scraper sites and summarised by answer engines. Each of those uses has an established payment mechanism somewhere in the world — syndication fees, press clipping levies, reprography, public lending right, quotation licences. Most writers have never received a payment from any of them.

Every one of those is an event with a timestamp, a surface and an author. Index the event, verify the author, remit the money. No trademark, no registration, no lawyer.
Writers do not have a distribution problem. They have a counting problem.
